Cyber Attacks On Ukraine Government Agencies
Russian missile attacks struck Ukraine’s capital city, Kyiv on Friday 20th December, hitting multiple civilian districts. Simultaneously, Russia launched a mass cyber attack on Ukraine’s Justice Department, plus various state registries and government records offices.
“Today the largest external cyber-attack in recent times occurred with Ukraine’s state registries. As a result of this targeted attack, the work of the unified and state registries, which are under the jurisdiction of the Ministry of Justice of Ukraine, was temporarily suspended.” Ukraine's Deputy Prime Minister Olha Stefanishyna said.
Stefanishyna said it was clear the attack was “carried out by the Russians to disrupt the work of the country’s critically important infrastructure” and work was proceeding to restore the systems.
Although the primary targets have been the Ukrainian military, numerous others have been attacked, including personal and commercial Internet users. In particular there have been constant attacks on critical infrastructure, with a focus on degrading the electric grid.
The disruption of state registers could lead to delays in personal and business-related processes and expose vulnerabilities that attackers might exploit for further malicious activities. The attack might also paralyse the work of notaries, as well as buyers and sellers of the property who rely on state registers for their operations.
