China & Russia In Technology Collaboration
Russia has been trying to reduce its reliance on Western technology and isolate itself from the global Internet since 2014, when Vladimir Putin delivered the annual Presidential Address to the Federal Assembly saying that Russia “must lessen our critical dependence on foreign technology,” and focus on developing indigenous technologies as alternatives to Western offerings. In the last decade
Russia has been methodically developing its domestic technology sector to become independent of the internationals marketplace for software and technology.
This long-term plan was transformed by the 2022 Russian failed invasion of Ukraine and the subsequent two years of warfare which has caused serious problems for the Russian technology sector - it is estimated that as many as 100,,000 technology professionals have left Russia as a direct result of the conflict. Russia's commitment to building its own Internet by replacing international suppliers has been speeded up. It is also trying to retain its IT personnel and entice them back with enhanced benefits like military service deferment and income tax exemption.
The US the EU, UK and Japan have placed sanctions on Russia with the aim of reducing its access to to western technology and vital weapons components and it has been compelled to become more technologically independent. Russia has made progress in developing its own systems, notably including a national malware scanning platform with a library of malware signatures to power threat intelligence. However, the Russian Digital Ministry has found the “cost, quality, and performance” of domestic production did not meet the performance of foreign-made alternatives.
Western sanctions had directly hit Russia’s supply of technology equipment, forcing it to obtain critical technology like computer chips from other countries.
China is the key to Russia’s ability to sustain its technology and defence needs needs and it is estimated that as much as 90% of the microelectronics used in Russina military equipment.is imported from China. In addition to military applications, China taking the opportunity to replace the US and other Western suppliers in consumer technology.
- Semiconductor imports from China are worth $500 million, a marked increase from the previous year. and China is collaborating with Russia to improve satellite and space technology.
- Chinese smartphone makers have the leading market share in Russia, overtaking mobile devices made by Samsung and Apple.
Despite Western attempts to counter these activities, not least by preventing Chinese access to the latest design of semiconductors and manufacturing tools, China's economic partnership with Russia is growing fast.
There is little doubt that China and Russia’s relationship will continue to deepen, particularly as long as the United States openly antagonises both governments. While neither is yet as as technically capable as the US and its allies, their emerging dedicated partnership in critical technologies will quickly reduce the gap.
